Sister Cities Exchange Programs with Spain and France The Columbia Association Sister Cities Program has a summer exchange program for high school students. Each summer, Howard County students visit Columbia ’s sister cities, Cergy-Pontoise , France and Tres Catos , Spain , and host students from these communities.
