Grant Proposal Approval and Financial Management Requirements
The approval and management is determined by the level of grant to be received.  Follow the guidelines below based on grant levels under or over $50,000 and the criteria listed.
Type of Grant Proposal Approvals Required Financial Management
Under $50,000:  New or continuation grant proposals under $50,000 that do not:
  • require financial reports signed by HCPSS Accounting Office;
  • require commitment of HCPSS resources, such as in-kind services or matching funds;
  • use grant funding for salaries, substitute teachers, or workshop wages.

NOTE:
If grant proposal does not meet above criteria, follow approval procedures for grant proposals at or above $50,000.

Central Office-based grant proposals:
  • Coordinator and Program Area Director*
  • Assistant Superintendent, Curriculum and Instruction

School-based grant proposals:

  • Principal
  • Administrative Director
  • Assistant Superintendent, School Administration

All grant proposals:

*A copy of approved proposals should be sent to Grant Support Services Office so that Superintendents' signature can be obtained and the grant proposal can be included as an Information Item to the Board of Education.

School-based grants may be financially managed at the school level as long as the grant does not meet any of the following criteria:
  • Funding sources require financial reports signed by HCPSS Accounting Office;
  • Grant requires commitment of HCPSS resources, such as in-kind services or matching funds;
  • Grant funds are used for salaries, substitute teachers, or workshop wages.

Payment should be made to the individual school.
 

 

$50,000 or over:
New or continuation grant proposals of $50,000 or more or any grant proposal that meets any one of the following criteria:
  • requires financial reports signed by HCPSS Accounting Office;
  • requires commitment of HCPSS resources, such as in-kind services or matching funds;
  • uses grant funding for salaries, substitute teachers, or workshop wages.

NOTE:  If grant proposal does not meet above criteria, follow approval procedures for grant proposals under $50,000.

 

Central Office-based grant proposals:
  • Coordinator 
  • Program Area Director
  • Asst. Superintendent, Curr & Inst.

School-based grant proposals:

  • Principal
  • Administrative Director
  • Asst. Superintendent, Sch. Administration

All grant proposals:

  • Grants Accounting Office must review and approve proposed budget
  • Superintendent of Schools must sign all final grant proposals

NOTE:
New grant proposals require Board of Education approval.  Proposal manager will present as an Action Item to the Board of Education as soon as possible after submission of grant proposal, but prior to receipt of grant funding.
Continuation grant proposals will be presented to the Board of Education as Information Items only.

HCPSS Grants Accounting Office is required to financially manage a grant when funding is received if the grant meets one or more of the following criteria:
  • $50,000 or more;
  • Funding sources require budget and financial reports signed by HCPSS Accounting Office;
  • Grant requires commitment of HCPSS resources, such as in-kind services or matching funds;
  • Grant funds are used for salaries, substitute teachers, or workshop wages.

Payment should be made to Howard County Public Schools.
