GSS Overview

GSS provides facilitative support to school and system-wide grant development efforts that are aligned with Howard County Public School System (HCPSS) priorities by offering the following services:

  • Technical assistance to individuals, schools, and central office staff in needs assessment, grant research, and grant proposal development;
  • Formal and informal staff development on the grant research and proposal writing process;
  • Grant resource materials (print and computer-based) through a Grant Resource Library located at the Applied Research Laboratory (ARL) Professional Library and in the Grant Support Services office at the Department of Education.

GSS Services

Technical Assistance:  Types of technical assistance that will be provided to individuals, and school or central office grant writing teams includes:

  • assessing needs,
  • organizing grant writing efforts,
  • researching prospective funders,
  • obtaining applications,
  • interpreting RFP's,
  • developing timelines/budgets,
  • obtaining appropriate approvals/signatures
  • developing BOE reports,
  • reviewing grant proposals,
  • getting started after getting funded,
  • monitoring grant finances,
  • marketing successes (through public information),
  • evaluating grants (through assessment),
  • collaborating with Grants Accounting on grant budget topics, and
  • providing other resources as needed.
Staff Development: Staff development opportunities include the following:
  • researching grant opportunities,
  • writing grant proposals,
  • program design,
  • developing grant budgets and timelines,
  • grants management, and
  • evaluation/assessment
